Steps in applying NCLEX in Florida?

I'm a U.S immigrant, currently residing in the state of Texas. I completed my Nursing degree in the Philippines last April 2010 and last January 2011 I forwarded my application to CA- BRN, I chose to apply in CA rather than in TX cause CA-BRN has lesser requirements compared to TX- BRN. And so, on March 2011 I received a letter from CA-BRN stating that upon their evaluation I did not meet the minimum no. of hours they required in Psychiatric Nursing and they want me to take up the Psychiatric nursing course in one of the schools in CA., they will give me 3 years from the date that they sent me the letter to finish the Psychiatric Nursing course, after 3 years they will destroy all my records.

I was thinking it would surely take time, because then I need to apply in one of the Nursing schools in CA. plus it would be another a financial burden (school expenses and other stuffs) and to think with this kind of economy the U.S is facing right now I don't think I or my parents can still afford to spend money for school.

I'm thinking of applying NCLEX in another state like FLorida. Anyone who can give me idea on how to start or the series of steps in applying NCLEX in Florida?
