please help

i'm new to this so i was just wondering if someone could help me out with my questions.

i'm starting school in august and i was told to fill out a petition for declaratory.. i have more than a couple driving tickets on my background including 2 failure to i.d. and most recently a d.w.i. the d.w.i. is from 2010 and i was wondering if anyone knew if the board would accept me with this background. also, the petition said to get an attorney to help me fill it out and i was also wondering if this was necessary and what type of attorney ill need. sorry i know its alot but im going into this blind.
