Nurse Reporting

I have managed a group of radiation oncology nurses for 6 years and throughout this time, I have been responsible for evaluations, competencies, and the entire administrative process for these nurses and with much success. I work for a JCAHO hospital and am being told that there is a JCAHO policy that states nurses are to be evaluated and report to another nurse and that since I am not a nurse that I should aloow a nurse within oncology to now be the direct report for my nurses. I might add that I am a licensed radiation therapist and also hold an MBA. Is there any validity to this policy or is this a more political situation that I am faced with? Any suggestions or assistance would be greatly appreciated since I want to fight this but not if there is a clear standard of care assigned by JCAHO in this area that I am not aware of.
