Need help..

Hi, everyone!

I'd like to ask for help. I'm a registered nurse here in the Philippines. I passed my NCLEX (California) years ago. I have my priority date but unfortunately my employer already abandoned me. Last week i was able to attend an orientation re: nurses who were abandoned by petitioners (EB3). The possible employer interviewed me and said they can help me recapture my PD.

Question: Can anyone help me with the step by step procedures on how to do License by Endorsement to Illinois (from California)? I cannot open IDFPR website so I really do not know what to do. I've been trying for few days now but still it's not working. :(
