NCLEX retake

I have to retake my NCLEX exam and I'm a bit confused my friend did the application on breeze and paid the fee there but I was told to go to pearson vue and pay a fee there do I have to do both application and pay the fee for both ?

also any tips on how to study for the exam would be great or useful resources thank you
