Internal job interview..

Okay so I know a lot has been posted about job interviews and HR response time but my question sis a little different... I interviewed for an internal position at the same hospital I currently work at. Long story short. I made it to a third round of interviews with one specific physician. The nursing manager (this was Monday) told me it's between me and one other person. She told me she knows HR moves slow but she would like to give them an answer today (Monday) and they would contact the appropriate one of us (me or the other candidate) at least by Tuesday. She also told me that she would personally call the candidate who did NOT get the job to be kind as both of us have gone through three rounds of interviewing (with her, the people who work there and the physician). So my question is... It is now Wednesday night, I have not heard from HR. But I have not heard from the manager either to call and say I did not get the job. She told me she made a decision Monday after both of us did three interviews and would call HR that day and let them make the official offer. Do I have the job because the manager hasn't called me within these 2 and half days? And HR is just taking longer than the nursing manager was able to account for?

HELP!!!
