Help Oregon nclex!

I am a Filipina Licensed Nurse graduated last 2010! Due to concurrency issues in California, I am thinking of taking the nclex for the state of Oregon. While reading the requirements I came with the following questions:

1. Do I still need to take toefl or ielts to prove english profiency? Or I will just send the form to school to prove that we used english textbooks during the nursing program?

2.I had a paid nursing experience in the philippines for more then 960 hours. Is this experiecce meet there requirements? Or the 960 hours must be in the united states?

By the way I am a LPR.
