Long question: All the nurses that were at a GS 9 level over one year were promoted to GS 10 level. Great Excitement Then people were told that they had to do Off Shift Supervisor position once in awhile. Has to do with the leadership role at that rank I guess. Now lots of stressed staff who want their 9 position. I figured if we increased in GS level we would incurr more responsibility.
If you work at a Federal Medical Center did you have to assume a leadership role in something or could you continue as a floor nurse.

I'm at an FCI, working as a GS 9 and fighting to get a GS 10. Our institution did not have them in the past. Because of this, I have carefully read both PD's. In addition, we have a nurse who was displaced from a GS 10 position at an FMC to a GS 9 at our FCI.
There is no real difference between the two according to the PD and tradition. A 10 is supposed to "lead" but this is not a supervisory role but rather leadership in the sense of being a role model, a clinical expert, etc. However, remember that there is always that clause that says "and other duties as assigned."
From what the nurse from the FMC told me, he had no supervisory or true leadership role as a 10. That is significant, because he spent several years as an 11 nursing supervisory and stepped down to a 10 staff position.
As a 10, you should be bargaining unit staff. Get your union involved if there is any issue.
