Governmental nurse classifications

I am considering a career in nursing and I took a look at a government site with nursing jobs.

There seems to be a ranking of nurses from nurse I-IV. The only differences seemed to be in pay. There was no information that I could find on any other difference.

Does anyone know what the differences are?

Not too sure about nursing, but I worked for the government for many years and when I started I started out at step 1 (without government experience) and would increase the steps as the years went by. I would imagine that it is the same with nursing in the government.
