Continental testing status

I am a foreign nurse. I am trying to get my nursing liscense in USA. My continental testing request status shows pending and they are asking me to download fingerprint cards and send to them. And also they said that request credential evaluation report and prepared the report. Cgfns already issued my report to CTS and I already send my finger print card to them. I don't understand that why they are asking that again. If somebody can tell me ?
