Applying to colleges out of state

Ok so I completed all of my pre-reqs for nursing programs for California. I applied twice and was not accepted, the schools I applied to used a lottery system. I recently moved to Oklahoma and plan to apply locally. I am also contemplating applying to schools in Texas, I have family there. My GPA is 3.8 but I am concerned that I will have a difficult time getting into a program because I am not a resident of either state. I also have concerns that I will have classes that won't transfer or I simply won't have the pre-reqs required for schools in OK and TX. Has anyone had any experience with applying to programs outside of your home state? Any advice and encouragement is greatly appreciated.
