All this does is hold up the process for the genuine people who actually intend to work in Vermont.
Why can't Vermont make it a requirement that only RNs who intend to work in Vermont can apply there?

It really does not hold up things, there is a process that the BON has to follow to verify information that is sent to them and that is what holds things up.
Many people go thru there as VT will issue a hard license that can be endorsed and they do not require the CES or anything else.
No state has that requirement, as no one knows what is going to happen down the line. Things change.

well the application of all RN wanting to take nclex-rn using vermont as a route in a way also helps vermont raised funds.... that is 150 dollars a person.... that is a huge amount of money...
