You can do either one. The CA BoN has some funding challenges; last I checked in c them they were closed QO Friday. Keep trying, though.
If you can get a NY license lickety-split, do that, then move and tell wherever you apply for work (and good luck c THAT-- average time for employment in CA post school was over a year last I saw that, too) that you are in the process of getting your CA license by endorsement.
Depends on when you're moving. If you plan on moving before taking the NCLEX, it makes no sense to apply for licensure in NY, because you'll never use it, and it will take longer to wait for the NY license and then transfer it to CA than just applying for CA directly.
You can likely get all the information you need from the CA BON website. You'll simply fill out the application for licensure by examination and submit the appropriate fees and paper work to the address provided. CA BON will issue you your Authorization to test (ATT) that you can use to schedule your NCLEX. You can take the NCLEX in any state you want. Once you've taken NCLEX, the results with go to the CA BON and, if you passed, they will issue you a license.
It takes approximately the same amount of time to receive your CA license by exam as it does to receive it via endorsement. Therefore, if you know you will be working in CA, you may as well start the process ASAP. It takes around 10-12 weeks for the application to be processed and they are currently processing applications received Oct. 16-31.
That said, I wouldn't move here until you have a job lined up. Most areas of the state are impacted, and without connections, you may struggle to find employment.

Hi,
I go to nursing school in New York and am graduating in May with a BSN. I want to be licensed in CA, as I am moving there after graduation, what is the process for this? Should I initially sit for my NCLEX in CA or transfer my license after being licensed in NY? I have been unable to contact the CA board of nursing.
