Tips on going to school out of state or in home state?

So I was thinking of going to a school out of California to get my ADN or BSN. Really not sure where to begin looking. Does anyone have any experience about going out of California to get into a program? I was thinking of checking out Oregon, Washington, or Colorado because I love the environment. Plus, it is semi close to home. Would going out of state for school be more expansive than staying in Cali? There are so many questions that I can't think of.

What about finding a school in California? I live in the Los Angeles area. I have been looking at local colleges and I don't qualify for them because of my GPA. I didn't do too hot in my prereqs and it will prevent me from getting into programs. I will most likely have to re-take a prereq class but that's not ideal.

I was in a program just now at a local community college but I did not pass one of my classes so now I am on the hunt again to find a program. I petitioned to get back in but a spot is not guaranteed so its a waiting game now.
