Why am I having such a terrible time finding a job in Northern California when the rest of the country wants to hire me in a heartbeat? What's going on? Also, do the hospitals hire out of nursing homes in northern California...or is it highly unlikely.

It's because nobody is hiring here. My hospital is finally opening up positions to internal applicants, but my unit has not hired anyone from outside our hospital system in three years. Maybe that will change soon. As to "hiring out of nursing homes," I do not know what you mean unless it's that your only nursing experience is in a skilled nursing facility? In that case, you would probably lose out when competing for jobs with nurses who had acute care experience, at least at my hospital. There are a lot of RNs looking for work in California right now.
No my experience includes, ER, stepdown ICU, med surg, and nursing homes. Yet, no if no one is hiring external applicants, why are they posting jobs. Very frustrating and unfair, none of the hospitals are even giving me a chance, even in rural areas. I hold the CA license, with impeccable record and 2 other degrees. Does BSN matter here? Would you recommend moving to Northern Ca and then trying to find a job. I heard that nursing homes are always hiring, that is why I wanted to ask about it.

Take a look around the forums here a bit more and you'll see that there are many areas in the US where it's hard to land a nursing job, even in nursing homes. Unfortunately.

Northern CA is not the only place where it is difficult to find a job. Since it is a very desirable place and very expensive, nurses who have jobs there tend to keep those jobs for as long as possible. No job turnover means no available jobs.
