What visa do you have for the US at the moment? If you are looking for a petitioner then you will need a VSC and you will need to send things again to CGFNS because they forward everything they receive to NY when you go through CVS
I am currently on H4 visa , i think i have to change it to H1 C. Does that mean I have go through the whole process????

Unless you get a green card via marriage, you need a visa screen certificate. Yes, you must complete the process from the start.
Do some reading on this forum - the H1C is unlikely.
Do you have specialist experience?
NO , all I have is teaching experience. i should be considered as fresh graduate. if i want to transfer visa now , and i have to do the visa screening process then i guess its going to take a lot of time. do i heva any other option, like i start working and simultaneously apply for visa screening???

Get experience in nursing. You can see how the Philippine nurses are struggling in Canada and those are the experienced nurses who passed all the pre screening tests.
I can't even imagine how a nurse without experience would do in a foreign country.
Without a visa allowing you to work you can't work, and you will not get a visa without the VSC. There are only 14 hospitals in the US for H1C and I don't think there are any in NY. We also are not seeing any hospitals in NY petitioning for a visa. Be prepared to not being able to work for a long time

If you completed the CVS for NY, then you just have to submit the application for the VSC and pay the fee to CGFNS to obtain the VSC. You will not have to submit any more documentation. This is also stated in the handbook that contains the information for the VSC.
The VSC is different from the CVS and is required by immigration before any visa will be issued to you if thru an employer.
But please be aware that there is no way for you to adjust your visa at this time, and there are not any facilities in NY that can submit someone under the H1-C classification. Only 14 out of the entire US. And the US government is currently investigating the H1-B visas as they are supposed to go to those that are considered specialists, a new grad is not considered this.
There is no way for you to begin working at this time, whether or not you have the VSC in hand. You cannot even apply for a visa without having that in your hand to be submitted with the visa application. And you also need to be aware that chances are that your spouse's H1-B visa will expire before you can get a green card to work in the US as well..
Best of luck to you. Recommend that you do some reading here about the retrogression as well as look at the Visa Bulletin to see how far back that you will be waiting for a chance at a green card.
