i think it would be best to apply for a licensure in texas since you are already there...also you may want to check the texas Board of Nursing so that youll be able to know what their requirements are...if you need directions it would be safe to ask the texas BON directly so as not to avoid confusion...

I would contact New Mexico and see if you can qualify again that would be the best way. You don't have to go to New Mexico you can go to any local center.

If you haven't passed NCLEX with one state and want to do it with another state you have to start the process fro scratch and meet their requirements for foreign trained nurse. All information can be found on their website. Alternatively resit with the first state and once passed and a license issued endorse to new state.
Also to add even if endorsing you may still have to meet state requirements for foreign trained before they will issue a license. Better to check with BON

I had to take the NCLEX twice as well, the second time I took it I took a prep course through KAPLAN, I highly recommend doing this! They will also assist you in setting up your new test date in your new state. Before you sign up for the class though I would see what the laws are in Texas regarding how long after nursing school you can take your test. I know in my state you only have one year from your graduation date to take your test without having to take more education credits. GOOD LUCK!
This link will walk you through what to do in order to take your exam in Texas...
