i just read the site ncsbn, you can’t retake the examination for 45 to 90 days, depending on the board of nursing in the state where you’re licensing.

You will need to contact that BON to get the documents from them directly. But if you are not going to be working there, would not advise going thru there as they are not computerized and it is a major hassle if you wish to endorse from there to another state.
Their requirements are not any different from going thru another state or US territory. Would only recommend them if you are actually planning to work there.

i just submitted an application form, transcript of records from my high school & another from my college, original birth certificate, authenticated diploma, & cash
if i would ever be licensed, i also plan transferring to another state. im just not sure of how it'll be processed.

If you obtain a hard license then you follow requirements for endorsement for foreign trained nurse which may indicate further eval of your training by requirement of CES or some other accepted eval body. If no hard license then you need to complete application for licensure and follow requirements again for foreign trained nurse and arrange for BON to forward your NCLEX results.
