Requirements for internationally educated nurses in Missouri

I'm currently a Junior studying in the Philippines working on my BSN degree but I plan on moving back to the states after I graduate. I'm US born and only a US citizen which means I cant take the licensure exam here to get the 2 year experience here. I heard that's a requirement to start practicing in the states. I've heard about the FENS short course with the 120 hour classroom time and 120 hour clinical time to make up for it. Is that needed? I was actually told that this person that had graduated from my school is now in California and was already approved to take the NCLEX but that was without short course. How is that possible? What do I need to do to be approved for the NCLEX and how long does the process take? Also, I heard foreign educated nurses need to take an English competency exam and I qualify for all reasons to be exempted except one requirement that says I needed to learn in specific countries (i.e New Zealand, United Kingdom, Canada, etc) but the Philippines was not included in that list. From kindergarten until I graduated high school I went to an american school in South Korea (within a US military base) and English is my primary language so would they take that into consideration so that I'm not required to spend money on an exam I don't need?

P.S. - I plan on moving to Missouri since that's where all my family is so does anyone know the requirements for Missouri boards?
