Kabayan, if you're a pre-2004 PH grad, then you might stand chance against the strict enforcement of the CA BRN requirements. otherwise, just know since Nov. 2011 (yes, 2011) there's been but a handful of approved PH applicants allowed to be licensed in CA (there's several good threads and highly suggest you read those). Of those receiving their ATT's in CA, it is very suspect of their transcripts and feel they were pretty much altered by the applicants OR the college, yes the college, I think some of them (so I've heard) are buckling under the extreme pressures to make them "comply" with the CA BRN rules. This is out and out FRAUD!

This is why CA BRN are requesting more and more documentations after they receive the sealed transcripts to see if they match 100% and why the need for a local PH license to verify the numbers with the PH nursing examiners. One slight error is enough cause to reject the application.

Back to your questions, FORGET about avoiding the CGFNS and or TOEFL or any other minimum requirements, what state do you want to work and practice in the moment you pass the NCLEX-RN? So that you can immediately start looking for a job the day you see your name on the state's BON or get the letter? That should be your main and primary concern of what state to apply into.

FORGET about trying to endorse into a state that's not going accept your application (such as CA or other concurrency enforcing states, this is where you need to do the readings). You will ALWAYS have to apply via the endorsement process as a FIRST-TIME foreign applicant, meaning if you need to still meet the "new" state's minimum requirements if they need those that you wanted to avoid in the first place. UNLESS you have plenty of money that's not refundable AND lots of time to waste to wait for results to do this endorsement process.

You can see and read of so many here getting their licenses in the "easiest, fastest, cheapest" state then whining and complaining and crying of the endorsement process (if that was their first intentions other than a real job move or family change or some life event needing to move) of why they can't do it. HELLO! That's why not only what I'm trying to say for almost a year but the admins and guides have been saying for years!

If they had simply stayed with their very first desired state (other than CA or other enforcing concurrency states), then that's what they should have done in the very first place.

All this "state-hopping" and even if they find a nursing job with years of experience, they will be back to square ONE, applying as a FIRST-TIME international applicant (with the possible expectation again of pre-2004 PH grads).

In your case, WA is a known concurrency state, but it's not "actively enforcing" its policy as of yet, there's a difference, however, don't be surprised if one day, they do and will without any prior notice.

This is their right and it's only a privilege for all of us, whether we're an international or USC or dual citizen and that's true for all 50 states.

Thanx Alot... this is very helpfull to me... so it means that i better take all those requirements where states i am? rather than take NCLEX somewhere? i dont know what to do... and whats the best and easiest...sigh..sigh...

Thanx alot Kabayan God bless u.

Just comply with WA's requirements (CGFNS, TOEFL, AIDS training). :) It may not be the easiest, but it's definitely the best option for you. Good luck! :)
