Every school has its own policies. You'll need to contact a representative of the program you're interested in for accurate information and/or advice.

If the program says that taking it more than 3 times is grounds to not be accepted, then that is likely the case. However you will need to speak with the program directly for their rational, and for what you can do to become a more competitive applicant.

I would suggest that if you are struggling this greatly in A&P rather than continually retaking the course it may be a good idea to meet with your instructor and figure out *why* you are struggling so much. Is it a particular subject area? Poor study habits? Lack of foundational knowledge? Once you know that reason you can make changes (i.e. meeting with an on-campus tutor, or weekly reviews with your instructor) to improve you score and avoid retaking the class. You will definately need those study habits or whatever else is blocking your learning addressed before nursing school as retakes are maybe allowed once (in one course) before being dropped from the program in most schools.

In my program, when someone retakes a class, it lessens their chance of being accepted. So, if someone retook A&P three times, it would be impossible to get accepted. I don't know how your school accepts people, but I don't think applying three times will increase your chance of getting in; usually they go by GPA and other factors.
