Philippines Question about TX-BON/Refresher Course

Hello all!

New to AllNurses and wanted to talk to someone who would know the answer to my concern... so please reply and/or message me privately!

My friend is a nurse in the Philippines but did NOT pass the NLE however did graduate from an accredited university and has worked for 3 years before coming to USA because according to her, in the Philippines, nurses are allowed to work without an actual license (such as a graduate in school but just failed the NLE). Is this true?? I know that here in the states that's definitely NOT allowed.

TX-BON's rules state the following regarding International Candidates:

"c. All international applicants must provide proof of working in nursing for a period totaling two (2) years (i.e. 24 months) at any time after graduation from a nursing program. If you have not worked at least two (2) years as a first level, general nurse within the four (4) years preceding the filing of the application, you will not be licensed until you complete a Foreign Educated Nurse (FENS) refresher course consisting of 120 hours of classroom instruction and 120 hours of clinical practice under direct supervision of a Registered Nurse. If you are required to take the FENS refresher, you will be given a six (6) month permit to complete the refresher course."

6a states this: Verification of Licensure (VOL) form from all countries, states, provinces, and/or territories where you hold or have held a license.

Here is where my problem lies... how can she PROVE to the TX-BON that she was allowed to work (i.e. VOL) if she failed her NLE and therefore has no official license? If it helps, the place she worked at can and actually has already sent TX-BON proof that she worked for said time, and the owner of the establishment is a real Doctor in the Philippines! Because she does not have a VOL but clearly met the guidelines as defined in letter c above. Now they are telling her that she can take the NCLEX but must enroll in the refresher course however she does not want to do that and I am trying to help her out. PLEASE HELP!

All I can say is she has had the answer from the BON so really she will have to comply if she wants a license with them. We have seen many post that they have had to do refresher course before being issued a license with Texas

Getting no answers may also mean that no one really knows the answer or just followed directions of the BON
