house sends surra bill banning mandatory overtime for nurses to state senate

harrisburg, may 21 – the state house of representatives today passed legislation that would prohibit hospitals and other health-care facilities from requiring nurses and other patient-care workers to work beyond their regularly agreed-to shifts.

state rep. dan surra, d-elk/clearfield, who introduced the legislation, said it is important worker-safety and patient-safety legislation.

“this legislation takes the staffing needs of our hospitals and other health-care facilities into account, but also recognizes that patient care suffers, and our state’s nurses suffer, when mandatory overtime is used as a routine staffing strategy,” surra said. “we don’t allow airlines and trucking companies to mandate 16-hour shifts or double shifts without rest – we should not allow hospitals to do it, either.”

surra’s bill would provide exceptions in the case of emergencies and when health-care workers are required to stay beyond their regular shift to complete a patient procedure. it also would allow nurses to continue to volunteer for overtime.

but prohibiting mandatory overtime as a routine staffing strategy would reduce the number of nurses who leave the profession because of burnout, and reduce the number of patient-care errors that drive up the cost of health care, he said.....

It's about time someone realized that forcing nurses to work beyond their endurance puts patients in danger. You think someone would have figured that out about the same time they realized the dangers of pilots and truckers working beyond their endurance.

It's about time someone realized that forcing nurses to work beyond their endurance puts patients in danger. You think someone would have figured that out about the same time they realized the dangers of pilots and truckers working beyond their endurance.

About time facilities become accountable for their staffing practices THAT NURSES HAVE NO SAY IN.

If nurses put up with it, admin will continue it...So nurses do have a say in their own staffing practices...Same w/ crappy ratios...If you work a tele floor, and accept 8 patients, no whining allowed...We make our own reality...

isnt that the truth, I am done going in when they are short and I dont feel bad about it anymore, do not enable the management and the hospital to continue!

I am an ED Nurse, and I really like my job and the people I work with-I work evenings. I am sick and tired of coming to work at either 1 or 3 (I work 4 10 hrs shifts) and not know when I can go home. If I wanted the overtime I would sign up for it. In any given week, there can be dozens of holes in the schecule posted for people to pick up. I don't want to stay, yes I have picked up shifts occasionally for coworkers who needed time off yes, but we are expected to revolve out entire life around our jobs. I work prehospital, and pick up shifts during the day or night. I also teach and am involved in other community organizations. I cannot work my own 10 hrs-stay for an additional shift, and go straight to an ALS unit, and then come back in for my 10 hrs, and yes be asked to stay again. Done it, will never do it again. Funny thing is, we-on evenings-started refusing to stay recently-it began for holding patients-and guess what-suddenly the supervisor found beds, and even 2 holding nurses for the ED. Tonight-well yesterday-I get to work-I am team leader or CEP, only ONE person is scheduled for night shift-now what do we do about that at 3 on Friday afternoon-I actually yelled at our temporarily manager and asked her if she could count to 3 or not, and she better get some sleep cause I was not staying. Others said the same thing-this schedule was posted for 6 weeks with on person. Guess what-the supervisor sent an agency nurse down, and one of out nurses worked out a deal to stay and get tomorrow off. This is not safe. How many people do not even remember driving home after a double shift?? It is not safe in any way and I cannot wait for the passing of this bill.
