CGFNS Denies VisaScreen® Certificates for Philippine Nurses Who Passed the Compromised June 2006 Philippine Licensure Examination

PHILADELPHIA, PA — FEBRUARY 14, 2007 — After careful consideration, the Commission on Graduates of Foreign Nursing Schools (CGFNS International) has decided that those Philippine nurses who were sworn in as licensed nurses in the Philippines following their passing the compromised licensure exam of June 2006 are not eligible for a VisaScreen Certificate. CGFNS began investigating this issue soon after the first reports of irregularities were received and sent a fact-finding mission to the Philippines in September 2006. CGFNS has concluded that the licensure process for those who received their license as a result of passing the compromised June 2006 licensure examination raises significant questions about the accurate assessment of the competencies of many of those individuals.

Therefore, CGFNS is unable to certify that the licensure is comparable to a U.S. license. In this instance, applicable U.S. immigration law will not permit CGFNS to issue the VisaScreen Certificate required of internationally educated health care workers to those nurses who obtained Philippine licensure on the basis of passing the June 2006 nursing licensure examination. CGFNS notes, however, that the June 2006 passers are able to overcome this bar and qualify for a VisaScreen Certificate by taking the equivalent of Tests 3 and 5 on a future licensing examination administered by Philippine regulatory authorities and obtaining a passing score.

For those that want to go to US...we need to take the board or certain parts of the board this June.

i am one of those who passed the june06 exam and my visa is about to expire on september. im going to America this May to take the nclex and i was hoping to have my papers processed there, but with this issue coming up, my plan came to a sudden hault. My question is: is it really a requirement to have a visacreen certification for california? if somehow i get the chance to change my visa status from a tourist to an immigrant, do i still need to have the visascreen certification? hope someone can help me.. thanks..:nurse:

If you are not a green card holder yes you need the visascreen no matter what.

Anyway, goodluck to all June 2006 passers, I pray that we will pass it again. Its just funny, that they do not really need the local board but since we belong to the June 2006, its another story. So I guess it doesn't matter even if you passed the Nclex already as long as you are a June 2006 passer. And here I thought you only need to pass NCLEX and ENGLISH EXAM to get a visascreen. I guess not hehe.

After i heard that the supreme court put the ust petition to the trash bin and declare that we are legits i changed my mind on retaking the exam, why? this is an internal issue (Philippine issue), why cgfns did not wait for the supreme court's decision? I never fear retaking the exam because i know i can pass it again and again and so on, but! retaking it because cgfns said so naah im still a filipino they should respect our highest court, they should respect our professional regulating body and lastly they should not discriminate june 06 passers. If they are in doubt about our competency they should look on the nclex result and not our phillipine licenses. Respect is important, without respect conflict arise. God bless!

To add what Lawrence has said with retrogression in progress and no idea really when it will end you will find it hard to go out in May and have your papers processed as currently you can't go through this route. Just something to be aware of

If you are a foreign graduate and wants to come here on an immgrant visa or even working visa for nurses like H-IC then you need to have a Visa Screen Ceritifcate, it is a federal requirement for a immigrant visa to be released.

Visa screen is needed because it is a federal requirement, no visa screen means no visa even you passed the NCLEX.

I am really confused right now. Why do the june takers need to retake the exam if U.S. DOES NOT REQUIRE a local license for a nurse to work in the US???? As far as I know, a graduate of BSN is enough for an applicant to apply for NCLEX and work there as a USRN if he passed that exam. And now CGFNS made a statement that they will not issue VisaSCreen to june takers. I think that those who did not take that june exam benefited in this decision.

When you apply for the Visa screen certificate, you will be asked if you have a Philippine license and you need to answer that question since June 2006 exam was marred in cheating and was not handled as it should to be handled here in the US.

Nobody benefit from this decision, eversince the Visa screen certificate was required since 1996, nurses with or without Philippine licence have to apply for it. it is a federal requirement, nobody is exempted except for immigrants who took up nursing in foreign schools.

After the decision of NSCBN to open up a Testing Center here, now its CGFNS turn to bring the good news. Another reason for Nurses in the Philippines to celebrate. :yeah:
