International Graduate Requirements for Nevada RN

I've been constantly reading about CGFNS CES here at allnurses but most threads date back to 2005-2007 and there are really no recent insights. Thus, i started this and hopefully help aspiring RNs like me to get their Licensure in NV.

(all threads helped me get to where i am currently btw so thanks!☺)

First of- the requirements for Nevada RN for international Graduates can be seen here:

But for those who wish to look no further here are as follows:

1. CGFNS CES

2. TOEFL

3. APPLICATION FOR LICENSE IN NV BY EXAM

4. Fingerprint/ Livescan

So here is how i did it.

------------February 2, 2016 I applied to CGFNS for the validation of my credentials(350usd). (im from the Philippines btw) and i printed out 2 forms.

1. Request of TOR from the School i attended

-my school responded quickly and sent my papers March 4 2016 and CGFNS received it March 9 2016.

2. Request for the validation of my Local License

-for my license since I'm not residing in the PI. I had to have someone process the papes for me. I emailed PRC international services and they happily instructed me to have an SPOA( special power of attorney). I went ahead and did the document and had it notarized by an authorizing agent; Sent the papers(form from cgfns, spoa, copy of my license) to PI and had my SPOA go to PRC.

They then instructed him to fill out a paper that needed:


  • Name
  • citizenship
  • license number
  • date of registration
  • date of examination
  • license expiration
  • date of graduation
  • date of birth
  • school address and degree course

After he filed that he then proceeded to a window and they instructed him to go to fedex located in front of the building to pay the sending fee 1,600php. PRC took 2weeks to send it to CGFNS. ( I actually know of a friend that waived this out; he said that he did not have a license in the Philippines so CGFNS did not ask for it. He now has ATT and will take the exam this 18th of March.) I wanted to be sure so i opted to request for my validation anyway. CGFNS received the paper from PRC march 10.

------------February 6, 2016: i took the TOEFL exam and passed. 104 and 26 in spoken in english.

Passing for toefl is 88 and 26 in the speaking section. Im lucky i made the cut off 26!😂

For the Toefl, i made an account at their website, scheduled for an exam(190usd) and had my scores sent to CGFNS( 9988 institution code) and NEVADA state board of nursing( 9272 institution code).

I completed and submitted the Nevada RN application for examination and sent a personal check(100usd) to:

5011 Meadowood Mall Way #300, Reno, NV 89502

After 2 days, i recieved the fingerprint card.

I went to an authorized agent to do it then sent it back to them with a fee of (50usd).

You can call them directly to ask for the application and Fingerprint card sent to your address.

(I did the fingerprint instead of the livescan because i currently live in California) but if you live in NV just do the LS.

So there.. That's my journey so far.. Now, i am just waiting for CGFNS to send my papers to NEVADA and ultimately receive an ATT from NV.

Hoping for the best and fastest.

hi, quinbii07. How is the status of your application? Did you pass the exam already? I am also planning to apply in NV BRN. I am a Filipino registered nurse here in the philippines but my boyfriend is a permanent resident in California. Ive been googling for the steps i have to take for the application and thankfully I saw your post. My questions are, did you pay your school to send your transcripts to CGFNS via express mail and how much is it? About your results in TOEFL, do you have hard copy of the results and you send the it to Nevada BRN? Your response will be very much appreciated. I hope I have helped in some ways about questions you had pondered upon.

Last time I ended the thread about the desire to receive an ATT from NV and just last week i received it finally. Whooo! Taking my NCLEx next month so pray for me guys.

If English exam is required then CGFNS will not release CES without obtaining results

Hi everyone!

Im a registered nurse from Dumaguete, Philippines (2015). I'm also in the process of applying for a RN license in Nevada since I was not approved for California (just wasted money and time!). I took Toefl but failed it so I took PTE-A instead and thankfully I passed it this time. I have already sent my English Proficiency Exam results to Nevada BON.

Right now, I'm just waiting for the documents from my school in Dumaguete to be done so that they can send it to CGFNS for the CES ( my boyfriend is processing it for me =) ). I just hope and pray that after all this time-and-money-consuming process of wanting to be an RN in Nevada, I will be eligible to take the NCLEX, pass it, become a USRN and get a job. After all of this, I can live with my mind at peace =)

Is someone going through this process too?

hi @dianne0307! im also a registered nurse back in ph and i am now here in nevada. but before i got here i asked my husband to go to nevada bon to request or ask the steps i need to follow. let me share it with you

1. Apply for CGFNS CES

2. Apply for validation of English language proficiency

3. Complete and submit the application for RN/LPN licensure

4. Complete and submit fingerprint cards

5.After receipt of the CGFNS-CES report and English language proficiency, apply to take the NCLEX

You will not receive your Authorization To Test (ATT) until the Board has received your CGFNS-CES Report and the results of your English Proficiency exam

btw are you still in the Philippines?

i have not taken any exam yet as i am still self reviewing for TOEFL ibt. i am following the first step in the process accdg to Nevada bon though again i may have to inquire or clarify bout that too.

my second inquiry is, is it okay to ask you tips in taking the toefl ibt since u already passed? :-)

3rd inquiry: while reviewing now for TOEFL iBT is it already possible to apply for NCLEX? im not going to take yet but if it will take time to register and requirements may needed i want to know ahead since il be coming to Ph this December.

You can apply any time to the state BON, your application will not be complete until you have submitted English exams plus any other requirements requested by CGFNS and/or the BON

Just a piece of an advise for the english test----forget toefl it's hard to get the passing esp the speaking...it's a money machine---they just suck your money to taking the exam again & again....better take the PTE (pearson test of english) much better exam & quick results too! NV accepts PTE.

I took my 1st try on nclex last march & failed! now in the process of reviewing to try for a 2nd shot. Currently in the process of applying again to NV BON. Same procedure - you have to send application & ck pmt of $100. Btw, im residing in the Philippines. I just learned that I have to do another fingerprinting again because the 1st one i did was only valid for 6 months! omg, so expensive to apply for nclex. Fortunately, my CGFNS CES report & my PTE (english test result) are still valid (i think they're good for 2 yrs?). Just have to pay NV BON & fingerprints then pay Pearson Vue to get my att. Question: anybody out there have the same case as me? Need guidance on the fingerprinting---can u do the prints here then send to NV? My first fingerprints last year was done in NV via livescan since i was there visiting. Any comments/help regarding this will be much appreciated! thanks... :)
