If I am certified to practice as an APN in Michigan, am I able to work in a medical facility in the Philippines? If so, what would my role be, nurse or NP?

The scope of practice for nurses in the Philippines is governed by the Philippine Nursing Act of 2002. That law does not establish or create an Advanced Practice Nursing role similar to what we see in countries like the US, Australia, Canada, or UK. A link to the law is found here: THE PHILIPPINE NURSING ACT OF 22 ~ THE NURSING CORNER.

Some institutions there may have been using the term "Nurse Practitioner" such as the Cardiovascular Nurse Practitioner program at the Philippine Heart Center but the nurse must specifically obtain training through that particular institution alone. The program website is found here: Nursing Education.

As a US-trained NP in the Philippines, you may qualify to practice as a Nurse Practitioner if employed in a US military base or healthcare institution such as the VA.

Outside of these institutions, you may qualify to practice as a Registered Nurse but you must meet the requirements as written in the nursing act. Endorsement does not seem to be allowed so you must take the licensure examination.
