NPs can not orders diabetic test strip under Medicare part B

Today a pharmacy in Texas sent back fax saying mid level practitioner can not order diabetic test strip under Medicare part B! I tried searching CMS website but kept getting in a never ending loop but no definitive answer. Can anyone help?
