NEWYORK: what is interim permit and how does it work?

When I graduated with my ADN in NY, I was issued a permit to practice nursing before taking the NCLEX. I began working with another RN on orientation. Since I wasn't licensed, I worked on a permit issued by the BON and my preceptor's license would cover me so she would be in a bad position if I had made an error. I took the NCLEX a month later and was issued my license.

If you fail the NCLEX, your permit is revoked and you can no longer practice as an RN until you pass. One of the other new grads failed and went back to her old PCT position.

That was 8 years ago though so things may have changed.

When I applied for my ATT date in May 2013, my BON sent a letter saying I could work as a graduate nurse until I passed my exam.

There is a section that must be completed by CGFNS before an interim permit can be issued for a foreign grad/IEN

I doubt you will qualify having failed NCLEX a few times for the interim permit

Failing the NCLEX RN or PN is an automatic disqualification for an interim permit in NY.

Pretty sure the vast majority of hospitals in NY don't even take temp permits bc they have so many applicants already with their license. I don't know what it's like upstate so I cannot comment on that but downstate it seems to be the case.
