each state bon has it's own requirements and you should follow them.
generally, for what i know; ny requires the cvs (cgfns service), vermont and ca does their own evaluation while all other states requires the ces (also cgfns). michigan and nj are onlt the two states (that i know of) that still requires cgfns certification (exam).
http://www.ncsbn.org to find out the website of each bon
http://www.cgfns.org to find out for their services such as cvs, ces, and the visascreen, and cgfns certification(exam)

there is only 1 state now requiring cgfns exam all other states want ces. look at the sticky threads at the top they will tell you what you need to do but like the previous post says each bon is different

ATT is just the approval to sit for the NCLEX exam. CES is just a credentials eval that some states require before they will give you permission to register for the NCLEX exam.
Just read the stickies at the top of the page.

I got my health certificate last year and did not have to take the CGFNS I did take the RN CLEX however. I am in MA but since I already was an RN and was had my MA licence so I wrote for Minnisota. I was given the option and I chose the latter.

which states require the cgfns qualifying exam?
the cgfns qualifying exam is required by more than 85% of u.s. state boards of nursing and predicts success on the nclex-rn® examination. you will need to check requirements with the state board of nursing of the state in which you intend to practice.
that's what i got from cgfns website. so better check each state board to be sure of the requirements. it's inaccurate to say that there's only one or two or three states needing the qualifying exams because in fact there are more- although their nos. are decreasing. what i'm saying is do further research if you want to skip the exam. at least you now have an idea of some states that don't require it.
That is old information about the CGFNS exam being needed. It is actually needed by only four states, where you cannot even endorse without having it.
New Jersey, Connecticut, Michigan require it even for endorsement.
Pennsylvania requires it only for initial licensure, not if you are endorsing to there.
85% require the CES. Not the exam. This is what it should say now.
Hope that this clears it up. CGFNS is a private company under contract with the US. They are trying to sell their programs. Check with the Board of Nursing that you are interested in.
Even Illinois changed last July, they only require the CES now, no longer the CGFNS exam. Before you needed the exam to just endorse. And they made up the fifth state.

Hi! I am eligible to take the exam in new york. How long will it take to have the ATT after paying the exam?
Hoping for your reply
For most of us foreign graduates, we do wish that the remaining 15% let go of the CGFNS certification requirement. It's an expensive and time-consuming process.

once you register with pearson vue, generally it doesn't take more more than an hour for the att to come in your e-mail. in some cases it might take one or two days but that is a rare case. the paper att will be sent later.
It take NY forty eight hours to get the information to Pearson-Vue. That is per their office today, I did a follow up for a friend that recieved notice from the BON in February, as well as paid the fee in Feb, but has never been issued the ATT.
It takes aobut two weeks from the time that CGFNS releases the information to NY BON, before you will get a letter from them.
