There are forms to complete both with NY and CA regarding NCLEX results. CA will not issue a license without a SSN and I am not sure but if you do have a SSN and have a license issued it generally is sent to your postal address. If someone goes in person they will need ID and proof from you that you OK'd them to collect license. For NY if foreign trained you will need to complete CVS as well as pay CA a small fee ($60 I believe) for them to forward your NCLEX results
EDIT~
can you suggest an alternative on how i can receive my license? im planning on getting it at CA since taking a CVS costs a lot... thanks for your suggestions
Will move this to the International forum then
CVS is done by CGFNS and all information regarding it can be found on their website. Suggest a good read in this forum as a lot has been written for both CA and NY
You can not get a license issued without a SSN and that you will not get until in the US with a valid work or immigrant visa. If you look at another state you generally still have to meet requirements for foreign trained so will cost money regardless. CA may grant you an extension before your 3 years are up as long as you write to them asking for one and giving reasons why
