From the FAQ on NCSBN, " If there are technical problems during the examination, what happens to the candidate’s exam? The examination system is designed so that even in the event of a technical problem the exam can usually be restarted without any interruption to the exam itself. However, if the technical problem lasts for 30 minutes or more, a candidate will be offered an opportunity to be rescheduled for a new exam at no charge.

I've honestly never heard of anyone being able to appeal to Pearson Vue. I've heard of computer glitches that took longer than 30 minutes, the exam restarted and all candidates affected were given the option to resit the exam at a different date for no charge.

Did you receive notification of a failure or are you relying on the pearson vue trick or quick results?

Either way, before you send a letter to PV confirm that is the correct entity to contact. You may need to go through NCSBN or your state board of nursing. There is no information on Pearson Vue or NCSBN regarding appealing a result or decision in such a situation other than what I copied above from NCSBN FAQ. https://www.ncsbn.org/2325.htm
