Licensure by endorsement

I am a Canadian educated RN who has received licensure in Minnesota recently. I'm trying to transfer my Minnesota license to utah and ran into a few things. I'm wondering if I'm the only one. My application was denied because I was not a certificate holder and had not taken the CGFNS qualifying exam. However, when reading the utah nursing act it states that if I hold a license in another state and have already passed the nclex exam I do not need to write the cgfns exam. Can someone please help? Are there any other international nurses who have transferred a Minnesota license to utah? Is it mandatory to be a certificate holder if I'm applying for licensure by endorsement? Thanks!

You don't need to just pass CGFNS exam, you can use CES report from CGFNS and I suspect that is what is required. The state needs to ensure your training matches there requirements and even when endorsing still need to provide information like this especially if trained outside the US

Thank you for your quick reply! And that was what I assumed and have researched as well. I have my CES report from CGFNS stating my education is equivalent to that of an American school. And I have passed the NCLEX by examination through MInnesota where I hold my license. However when I talked to the lady at the Utah board of nursing who denied my application, she was adament that I still needed to be a certificate holder(pass the CGFNS qualifying exam). So she's held my application and states that I cannot hold a license in the state of Utah. I read the Utah nursing act and it seems that I have all the necessary qualifications. Where do I go from here? I have a job offer in Utah and I'm supposed to start next week. Thanks again.

Speak again to the state and tell them what is written on the BON website for endorsement when trained as a international nurse. Ask to speak to someone higher
