So I'm applying to UCO in the Spring 2019, the deadline to send off the application is in September. I have four more classes left so I will have to take classes in the FALL. Fall semester ends in Dec. So without my four classes my GPA is 2.7. With that being said will that ruin my chances in getting in. Compared to students who have completed all pre-req with 3.0

You'll have to ask the school about what their standards are ... what their typical GPA is for students who are admitted, etc. None of us strangers on the internet can answer your question for you. Each school sets its own standards and has its own process for evaluating applicants. What other criteria does that school consider when evaluating applicants? How well do you measure up to those other criteria?
I don't even know what school UCO is. University of Colorado?
I wish you the best of luck, but your best bet of getting an answer to your question is to talk to people at the school.
