Is emailing manager/contact email appropriate?

Hi. I am trying to apply for an ER at a hospital, and it's at city where I am at, city of about 100,000, not very big. The manager's or director's email was shown on the job posting; I did my student clinical there at the ER and was very impressed by it, and I think I can reflect my wonderful experience and some words to the manager/director but I do not know whether she will appreciate me emailing her and be bothered by it.

This hospital is in a smaller city, so I am sure she won't get bombarded with emails as much, don't know. I hear from some people to be proactive like that, and some tell me to be more reserved and not bother them. I appreciate your input.

I tried doing this when I was looking for a job. I never got any replies from the managers and my own manager actually advised me against doing it. I felt like it would be okay because I was applying for positions within the same hospital as an internal transfer, but obviously the managers didn't like it since I got no responses and no interviews.

It is always OK to use an email that is included in a job advertisement/posting... that's why it was included. Of course, that does not guarantee that you'll get a response - LOL. Be sure to attach a copy of your resume & mention (in the message) your previous experience at that facility/department.
