Is it better to submit an application early

Is it better to submit an application early with no document of certification or submit later before deadline with certification?

It is best to submit an application as soon as you have all the paperwork they require from you. Applications that are deemed incomplete are often disregarded, especially if entrance is competitive.

I suppose it largely depends on whether or not they will allow you to adjust the paperwork later on. Half of my wants to say turn it in early (if allowed to submit documents later) in order to avoid any potential issues with the people getting it after the deadline, "never" receiving it at all, etc. Turning everything in once complete helps those reviewing the applications to do the least amount of work possible which is something I am sure they would appreciate.
