I am new here... my case.. I finish my BSN in our country PHIL. but i am not a LICENSE. i am here at the USA with GC holder.

now, i am planning to take an NCLEX. i am looking what states that i am qualified to take an NCLEX. because here in our place INDIANA they required a license from my country, so i am not qualified here.. I heard that some states doesn't need an RN.. is there anyone here to answer my questions?

Is CALIFORNIA doesn't need an RN?? is that true??

Also, since California will not issue a license without a social security number you may find it impossible to endorse to the state of your choosing. Many states now reject the endorsement applications of foreign RNs without a physical (active) license.

Also, California will not accept any excuse for a Philippine citizen to not be licensed. There are some countries which have exemption from providing a local license because of prevailing laws in those countries regarding licensure but the Philippines is not one of them I've spoken to the evaluators myself. They will NOT accept a letter of explanation from the Philippines.

English exams are for most only required for visa purpose although some states do require English exam, it is stated on the state website and CA currently do not require English exams unless you are applying for a interim permit. CGFNS again is only accepted by a lot of states but CA do not require it as they will do their own assessment. However what you have to realise if CA is not the state you are going to work in then you may still need CGFNS when endorsing license.

Example CA will do their own assessment but really you want to work in Arizona then CES from CGFNS is required by AZ and they will not issue a license without it.

what i am gonna do now is while waiting to there approval. i will get my CGFNS- CES and enroll for the TOELF just in case i needed that soon.. is the CGFNS- CES is there an expiration for that certification??

You are creating too much work for yourself.

This is why so many nurses use a professional application center instead of doing it alone, to avoid mistakes like this.

You do not need to apply for any CGFNS related items until they are needed by the state. Most of them expire in only one year and you may apply for the wrong type of CES or obtain CP when it is not recongized by the state you are thinking of endorsing to.

The main thing is that you should be applying to the state you intend on working and not bouncing around by going through California first. You'll cause yourself a lot more financial hardship and stress this way.

TOEFL is accepted in more places than IELTS but it is not accepted everywhere, so you need to be certain it will be accepted where you want to go.

I agree with you. its a waste of money when i will get my cgfns- ces. maybe i will wait the approval first.

Ah; I'm sorry I misunderstood or missed that part of your posts.

Yes, as you have been assigned an SSN with permanent residency then you might be able to get them to waive the Philippine license requirement.

However I have seen them deny it for those who obtained permanent residency AFTER obtaining their BSN degree... so it is really up to the individual evaluator.

thanks for the reply... yeh you are right it depends to them. In my case i took an exam but i failed, so, i don't know

if they will accept me to take the nclex.. I will try to pass the application then i will wait the result if i am qualified..

If your husband is a US Citizen and you are in the process of immigration then you should include that information.

Sad to say that I appealed to 5 different boards of nursing for one girl who wanted to avoid local board in the Philippines.

She was already a permanent resident before she even entered University here; her parents live in the USA.

None of the BONs accepted her reason; none of them relieved her of the local license requirement.

I spoke with the evaluators directly and only one of them stated plainly that if she were a citizen of the USA at the time of application that is the only way she would be exempted from a license in the Philippines. One other state BON said that since she was not a US citizen at the time of graduation from her university then she would have to pass local board in the Philippines in order to be found eligible for NCLEX.

Best of luck to you, but chances are you will still have to get a license in the Philippines.
