Here is the link but try doing a search as there are a couple of threads discussing vermont and any other queries. Very easy to use the search facility and just use a keyword. You are also applying for licensure not NCLEX that is just part of the process. Suggest having a good read on this forum and I am sure you will find many of your questions answered

Reciprocity is only for the actual NCLEX exam, it means that the score from that is valid all over the US. But you still need to go thru the endorsement process to the new state and follow the instructions for a foreign grad.
