hi.. i graduated BSN from the philippines in 2003, and a US greencard holder i took the nclex LVN first and got sucked in to working, now im ready to take the NCLEX RN (california license) after 9 yrs.. do i have to submit all requirements all over again? since i have been and lvn for long, and i heard that they have a new law where you still have to go back to school and get more credits? i hope someone can enlighten ms with this one

You'll be applying to an entirely different board (RN and LVN have separate governing agencies in CA) and will need to submit all requirements, again. Even as a graduate from Texas and holding a current RN license in that state, California required transcripts from my nursing school sent by the school.
I've seen lots of Philippines graduates posting about educational deficiencies and the difficulty surrounding them, but I have no direct knowledge about it.

You will need to start with a new application. You may be OK if trained in 2003 however until you submit application and CA review it no real decision can be made

You should be okay with the CA BRN with regards to the enforcement (as of Nov. 2011) of the concurrency rules. It is NOT a new law by any means, it's been in the CA BRN policy since 1987.
Since you graduated in 2003, the concurrency has not yet affected those that graduated prior to 2004-2005. There have been a few posters here who did have issues with their transcripts but for the most part, most get approved either as a first-time applicant or via endorsement.
The only and definite way to find out is to simply apply with the non-refundable application fees. You can ask 1,000 people and get 1,000 different answers, but the ultimate decision will be made the the CA BRN evaluator. Good luck!
