Hypoventilation seen in CHF patients?

I am going crazy over this and need some guidance. The question was what instance would you NOT see hypoventilation. I flipped flopped between a patent airway and CHF. I figured if you wanted to you could control your own respirations and hypoventilate, however with CHF you have SOB and labored breathing. Definitely cannot hypoventilate. I got it wrong. The instructor could not tell me why the day of the exam because she needed time to think about it. She then e-mails me and explains that hypoventilation is a decrease in gas exchange. I looked it up in Taber's and the definition is a decrese in rate and depth of ventilation. So I am really confused. Please help. I have class tommorro and would like to understand this before then. Thanks

I guess it depends on the definition of ventilation. I am somewhat confused, too, but if by ventilation they mean gas exchange, it would be CHF.
