HS Diploma in Tagalog: for CES report

Kindly help with my problem. Please.

I'm about to submit my CGFNS-CES application with my High School Diploma when I noticed that my high school diploma is in Tagalog with no english translation. My problem now is where to find a certified translator. Is it fine if I ask my former school (high school) to translate it for me?

Return to your high school and have it transcribed. After that you need to have it certified to Department of Education division office (together with the F-137 (aka Transcript of Records in HS). After this, you go to the Department of Education Regional Office and have it authenticated. You need to pay 15 pesos for the documentary stamps and have it picked up at Department of Foreign Affairs and pay for the Certification (aka Red Ribbon) at P100 each document

woah thats alot of work to do just to have your diploma translated. i think that diplomas should be with an english translation. i guess majority of filipinos speak english

I just want to know if these are based on your experience. Don't get me wrong I just want to be sure before doing a step. One more thing is why there's a need for the F-137 (or HS TOR) if CGFNS-CES is only requiring a Diploma?

I need help! I graduated high school in 1999. Do I still need to get a high school diploma for Vermont-specific CES? Coz I read lawrence01's post that if it has been more than 10 years, the requirement is waived by ICHP.
