How can I get an IL RN license by endorsement from CA

Hi all,

I am trying to apply to IL RN license by endorsement. I need to get an IL license to meet the requirement of admission of a graduate school of nursing in IL. The deadline is mid-August this year. (4 months left)

Although have done a lot of searching, I still have a few questions regarding the application of IL licensure which is confusing.

Here is my background:

  1. I am a foreign nurse. I have a Bachelor's degree in nursing outside the U.S. and so far haven't educated in the U.S.
  2. I passed NCLEX RN exam in CA on April 27 in 2012. Because I am not a resident in the US and have no US SSN, I just have a notification letter that states I passed NCLEX RN exam.
  3. I am applying to NY license and it is still processing. ( I have applied for CGFNS CVS 7months ago. However, it haven't been issued yet.)
  4. I am not an English native speaker, but I passed the IELTS requirement overall 6.5 and Speaking 7. I also took a TOEFL of which result is higher than 83.

(All of them were taken in last year.)

My questions are:

  1. Should I wait until my NY license issue and then apply for IL license? Is the process much quicker or less complex?
  2. My CGFNS CVS hasn't been approved. If I applied for another CGFNS services, would it make my application more or less complicate?
  3. The documents on Illinois Department of Financial & Professional Regulation (IDFPR) shows that applicants should prove either their education background (by CGFNS CES or ERES) or certain certificates (CGFNS Certificate or Visa Screen). Does it mean I can just choose one of the four? I am thinking if I should choose visa screen certificate since I don't have to provide my TOEFL or IELTS score separately. Or I should just do the CES and provide my TOEFL score which is the way highly discussed.
  4. According to CA BRN website, they mention The completed Verification of Licensure form is mailed directly to the board of nursing and is not returned to the requestor.” However, the CT-NUR form of IL side mentions"Attention Licensing Agency/Board: RETURN THIS FORM TO THE APPLICANT. Attention Applicant: FOR INCLUSION WITH APPLICATION PACKET." It is really confusing.

Moved to our Nurse Registration for experienced members assistance.

1. Have you read: License Regulations - Internationally Educated Nurses English

as Illinois requires licensure in country you were educated --not indicated in your post.

2. IL will issue license without a Social security number but will need by renewal or letter why unable obtain--see above link.

3.IL will need to verify all your other licenses so you need to complete NY approval process first.

4. Since you already have been credentialed by CGFNS to get California + NY license, can just request CGFNS report information sent to Ill.

5. Obtaining license verification: California does not participate in NURSYS --you will need to complete CT-NUR Form + request verification be sent to you to forward with application to Ill. as required by that state. Expect this to take several months, so do this ASAP. Upon receiving NY license, you can then submit verification request with NURSYS.

California BON is severely inundated with license requests and understaffed so may take 3 months for request to be completed + NY license needs completion so you may not make your timeline for Illinois to start next semester.

I was educated in Taiwan and I am a RN in Taiwan.

I still have a few questions.

According to you reply, I can't apply for an IL RN license when I am applying for NY license. It this correct?

I know that anything do with California BRN is really time-consuming. Would I still need to use any services from CA BRN after I get my NY license? (Since I don't have CA RN license.)

If I still need CA BRN's service, at this moment, could I still request CA BRN to complete CT-NUR form for me? I am hoping it can save time after I get my NY license.

I was really surprised about this!! I thought I could just request CA BRN to send my test result of the NCLEX-RN to IL, since this is what I did when applying for my NY license.(I thought it is called endorsement.) The rules are really confusing. :( Does that mean I need to have a formal license to get an IL license?

Endorsement is all to do with licenses and moving them from one state to another after meeting new state requirements. CA only issue a letter confirming you passed NCLEX not issuing a license.

Usually you have to declare CA even if you haven't got a license because you applied to them and took the NCLEX with them. As would be the same for NY in that you are waiting for a license to be issued. Have you tried contacting the NY BON to see if they have heard anything from CGFNS because CGFNS are supposed to forward all information they have received on your file so NY can make their decision?

I have contacted NY BON once after I had requested CA to fill in my NCLEX-RN exam result on a form and send it to NY. (I think it is called Form 3 on NY BON website.) NY BON told me that they've already received this form from CA BRN. All they need by the time is the CGFNS CVS which I am still waiting for issuing.

so that is why I felt confused when I knew I couldn't get an IL license by requesting CA BRN to fill in the IL CT-NUR form. :(
