Hospital vs Facility safe staffing

I know that hospitals legally need to establish safe staffing ratios (yes, I know that this doesn't always play out, but there are legal measures to at least try and help this happen). However, what are the standards for treatment centers categorized as "facilities" as opposed to hospitals?

I assume you are referring to the CA ratio law, as that is the only state that mandates nursing ratios, but only for hospital settings. There are no other laws mandating set ratios, only more nebulous laws that refer to "adequate staffing" with no guidelines that set ratios.
