Help with Navy ROTC vs. MECP!! Please!

I've posted about air force vs. navy rotc for nursing, but I am a die hard Navy person and know it's the place fore me.

My situation is that I am skipping my junior year of high school, so I'll be graduating high school at 17 and I will start college at 17. Because of my age, my parents will not let me attend college out-of-state and they are definitely not willing to move with me.

On the Navy ROTC application (Nurse Option), there are absolutely NO colleges in California. The closest school to California is Seattle University in Washington State.

I was looking at college websites just finding out where I'm going to apply, and I found that University of San Diego (California) offers a Nursing club for nurse midshipmen to promote camaraderie, and I was curious about this.

I'm curious that maybe instead of filling out a Navy ROTC application as a high school student, I can attend San Diego State University (which is a cross-town unit with University of San Diego) then sign up for NROTC as a nursing major at SDSU.

Can I do that? Enroll in NROTC as San Diego State University as a Nursing major?

If so, how will that affect my chances of getting a scholarship?

If I can't do the Navy ROTC nurse option in California, I'd be interested in enlisting and becoming a nurse in the midst of my navy career through the Medical Enlisted Commissioning program and information about that would be super helpful like what rank I have to be, requirements to get in, and how competitive it is etc.

I really need help and some information because the recruiter handling my NROTC scholarship application is being of no help!
