What required hours are you refering to? CEU's are not required in NYS to maintain your license. RN's are required to take the Child Abuse class, and all licensed nurses, RN's and LPN's are required to take the Infection Control class every 3 years. I took the infection control class online.

Mandated Training Related to Child Abuse

Effective January 1, 1989, Education Law required certain individuals, when applying initially for licensure or a limited permit to provide documentation of having completed two hours of coursework or training regarding the identification and reporting of child abuse and maltreatment. This requirement applies to: Chiropractors, Dental Hygienists, Dentists, Optometrists, Physicians, Podiatrists, Psychologists, and Registered Nurses. The Law also includes this training among the requirements for certification or licensure of school administrators/supervisors, school service personnel, and classroom school teachers. All persons applying for a provisional or permanent certificate or license valid for administrative or supervisory service, school service, or classroom teaching service must have completed the two hours of coursework or training.

Mandated Training Related to Infection Control

All dentists, dental hygienists, licensed practical nurses, optometrists, podiatrists, and registered nurses must complete course work or training appropriate to their practice regarding infection control and barrier precautions, including engineering and work controls to prevent the transmission of human immunodeficiency virus (HIV) and the hepatitis b virus (HBV) in the course of professional practice, every four years according to Section 6505-b of the Education Law. You must attest to having completed this requirement to the State Education Department on your first licensure/registration application and at every subsequent registration.

She can't maintain her license if she doesn't have one.

OP, why would you apply for NY if you want a license in GA? Why don't you apply for GA directly?

Have you looked into refresher courses? 5 years is a long time to have never worked after school.
