I am new here,so I am confused NYC with NYS. Do you mean if I want to get the New York City RN license ,I must apply it from New York State,right?Because I don't know NYC belongs to which state board.

You have to apply to state boards for nursing licenses. New York City is a city in the state of New York; therefore, you apply to New York State to be able to practice nursing in NYC. Once you get the state license, you do not need any other license to practice nursing anywhere within that state. Not sure if this is what you were asking. If not, let me know.
