Are there any schools out there that can inflate a grading scale like that? Do they have the right to do so?

Most schools have done that. In many, a 74 is failing.

Most schools have the bell curve towards the higher percentage.  They absolutely have the right to set whatever grading criteria they want.  

 

 

Put it this way: Would you want yourself or your loved one to be taken care of a nurse who got 65-75% on pharm or path?

LOL  They can do whatever they want, it is their school and they make the rules.
