hi
i am a travel nurse & some the international nurses i worked with used rosetta stone.
its software to help you learn a language, they even have usa-english.
they said they liked it pretty well & wasnt too hard.
as for which state to lic in? depends on where you want to live and how much you want to make!

Currently you will be affected by retrogression and therefore may find it hard to find a employer. You may meet criteria for H1b visa but need to be a specialist and have a BSN. Plenty of threads discussing retrogression may want to read them
I would say you have plenty of time to research where about's in the US you want to live and work. Ca is currently the only state we do not recommend of initial licensure as they will destroy your file and NCLEX results after 3 years unless you have applied for a extension. Ca require a SSN before they will issue you with a license and you can not get a SSN until in the US with a valid work/immigrant visa
Only do CGFNS exam if the state requires it otherwise may just involve CGFNS CES report
