Christmas presents from management?

Hi all. This year I took on the assignment for finding the right Christmas gifts for the staff from the managers (part of a council- don't ask). I'm perplexed though. 102 employees and 5 managers, what can they possibly give without dipping into their bank accounts? Any ideas would be helpful.

Gift cards for coffee? That's a little present that is manageable. Other things might be one of those recyclable shopping bags - I get those as freebies and use them all the time. You could do those clear insulated water tumblers too. Just some thoughts.
