FTE in NYC for NEW GRADS

I did not know a thing about FTE until I got my job offer and I'm wondering what is typical in other hospitals in NYC area for new grads. 

My hospital HR said this position is part time (even though the job positing said full time). My nurse manager explained to me that 0.8 FTE is 12 shifts per month, not 13, but will still have union benefits, etc., and HR and NM both have confirmed it'd be 12hr shifts.

I've always thought when a nurse works 3 12's in a week, its full time automatically.. so I'm curious what other hospitals say. Let a new grad know what hospital you're at, and what their policy is on 0.6, 0.7, 0.8, 0.9, 1.0 FTE (or whatever else is out there lol), please!
