Foreign graduate- Licensure by Endorsement

Hi everyone, I have applied for NJ RN license by endorsement. I have a FL and WA RN license, however I am a foreign graduate. Now, I understand I need the CES verification (CGFNS). My question is, do I still need to take the TOFEL? I called the BON and the lady there said that I sure do need to take it. Obviously, I have already passed the NCLEX (and TOFEL when I applied for my first license here in the US) and I have been working in the US as a nurse for more than 6 years, so I do not understand that :-( Before I register for the TOFEL I just what to make sure that this lady gave me the right info.. Any thoughts? Thanks!

The BON can request you to take the English exam again. We have had GC holders have to take English exam despite living in the country for several years just to meet state requirements
